Southern US: Heavy downpours and localized flash flood risks threaten outdoor celebrations.
Northeast & Mid-Atlantic: Mostly dry conditions favor Trick-or-Treating, with cooler evening temperatures.
Western US
The West is expected to experience the most active weather on Halloween as Pacific moisture and an incoming storm bring widespread precipitation.
Southern California could see moderate to heavy rainfall, including Los Angeles and San Diego.
Notably, San Diego may record measurable Halloween rain for the first time since 1987.

Central US
The Central U.S. will see a mix of dry conditions and scattered showers.
Parts of northern Texas and Oklahoma could experience increasing rain chances as moisture moves eastward.
Some showers may also linger across Arkansas, Illinois and Indiana.
Meanwhile, much of the Midwest and Ohio Valley will remain unusually warm.
High temperatures could reach the 70s and lower 80s, running 10–20 degrees above seasonal averages.
However, light showers remain possible in Missouri, Illinois and Indiana, with isolated activity around Minneapolis, Milwaukee and Chicago.
Although temperatures should be comfortable for outdoor activities, localized rain could still affect evening plans.

South Alabama and Georgia may receive 2–3 inches of rain, with isolated totals reaching 5 inches.
A Level 1 flash flood threat also covers Louisiana and extends into southern Mississippi and Georgia.

Daytime temperatures should reach the low-to-mid 60s, providing pleasant conditions for outdoor celebrations.
However, temperatures could fall into the 40s after sunset, particularly across New England. Some locations may also experience occasional northwest wind gusts exceeding 20 mph.
A warmer costume or extra jacket will help keep trick-or-treaters comfortable.
While Halloween night should remain mostly quiet, rain and gusty winds could return to parts of the region on Sunday as another storm system approaches.
